As soon as the engine starts there is 12 volts applied to the prime start and the needle extends and closes off this passage slowly as the engine warms up.(If I remember correctly) Wondering whether they fail in the off/cold start position or the on/warm running position or any point in between? They are supposed to be reliable but everything fails eventually.
